Job Description :
The Planning Services Division Manager oversees the strategic and long-range planning efforts of the Office of the Executive Secretary, drives strategic initiatives, and supports maintenance and development of the Strategic Plan for Virginia’s judiciary. The Division Manager oversees statistical studies of caseload issues facing the courts of the Commonwealth including weighted caseload studies, staffing models, and caseload and workload management reports for all courts in the state. The Division Manager directs the publishing of regular caseload statistical reports including the annual State of the Judiciary Report in addition to ad hoc statistical and management reports. In coordination with other OES Directors, the Manager oversees the data governance process providing support and guidance in the development of agency policies, procedures and techniques for a court data management strategy and data governance model.

Essential Duties & Responsibilities –

The Division Manager directly supervises division support personnel to include, but not limited to, Information Technology and Data Specialists; Program Coordinators; Planners; and Court Analyst and administrative personnel. The Manager oversees the development of short and long-range operational goals and detailed implementation strategies for the services provided by the Division and organizes information through analyzing and summarizing data and other information. The Manager will direct special projects and initiatives including, but not limited to, Virginia’s judicial system strategic plan, judicial workload and staffing models, case flow management assessments and training, Working Interdisciplinary Network of Guardianship Stakeholders (WINGS), and promotion of individual court security protocols and continuity of operational planning efforts. The Manager will be responsible for managing and establishing a Data Governance Framework (people, process, and technology), lines of business steward/architect roles and operating model/functions.

Minimum Qualifications

A degree from an accredited college or university with coursework in law, public or business administration, organizational leadership, social science, court administration or equivalent work experience. A minimum of three years’ experience directing and supervising a team of professionals including project management oversight through design, planning, and implementation of complex projects affecting the judicial system. Considerable experience presenting and training on court management topics including caseload and workload issues, calendar management, and performance measurements. Demonstrated ability to develop and manage programs; to communicate effectively orally and in writing; to work effectively with legal and business personnel, providers and organizations, and the public at-large. Demonstrated experience in successfully initiating, developing and managing research and action projects. Strong interpersonal skills and excellent organizational skills.

Preferred Qualifications

Knowledge of strategic planning principles and processes.

Ability to organize and lead groups in strategic and operational goal setting and planning efforts.

Knowledge of court operations, case flow and workflow principles, docket management, and calendar management in courts.

Ability to work with public officials at all levels of government including judges and clerks of court.

In depth knowledge of the Virginia court system.

Knowledge of court case data, caseload statistics and the use of management and data information to effect court operational efficiencies.

Experience in successfully leading data governance, data management, business glossary/data dictionary, data lineage, metadata, and data quality initiatives.
